Monique Brown is an Administrator and Workforce Development professional with over 20 years’ experience in non-profit and agency administration. Prior to joining the Marin City Community Services District and assuming her current role as General Manager and formerly Director of Programs and Operations, she served as County Director for The Center for Employment Opportunities (CEO) in Oakland where she managed the second largest transitional employment project for CEO outside of its main location in New York City. She also served as Director of Programs for the Marin City Community Development Corporation (MCCDC) and as Deputy Director of Career Center Operations for Rubicon Programs, Inc. Monique attended the University of California at Berkeley, majoring in Political Science and recently completed a Management Training Course through the American Express Leadership Institute in New York City. She is currently pursuing her Master’s in Leadership through Indiana Wesleyan University.
Director of Programs and Operations
Howard Smith is currently the Director of Programs and Operations for the Marin City Community Services District. During his professional career Howard has worked with numerous City and County government programs. He has been the Director of Recreation for the City & County of San Francisco in which he planned and managed comprehensive citywide recreation programs. During his tenure at the San Francisco Housing Authority he worked closely with the National Director of Housing to create programs that improved the quality of life for tenants. Howard implemented a recycling program designed to educate the public housing tenants which in turn was a substantial savings for the City of San Francisco. Also, he was the Executive Director of the Ella Hill Hutch Community Center, working collaboratively with the Board of Directors to develop a 3-year strategic plan for the successful expansion and growth of the program.
Howard attended the San Francisco State University with a BA in Sociology. He also has a Master’s in Education from the California State University Sacramento.
Budget and Contracts Analyst
Alex Behrouz, Budget and Contracts Analyst, currently works to support the District in several capacities, including processing accounts payable, accounts receivables, the invoicing of contracts and grants, and carrying out special projects. He also engages with other government agencies on several matters including revenue generation for the CSD. Alex has lived an exciting life that started in Iran. He is fluent in Farsi. In his personal time he enjoys following professional sports such as basketball and soccer. He graduated from the University of California--Berkeley with a B.A. in Political Science.
Don Lancaster, Esq
Don Lancaster is the staff attorney for Marin City Community Services District (“MCCSD”). As staff attorney for MCCSD, Mr. Lancaster is responsible for special district governance matters, human resources, land-use, contracts and civil legal matters.
Experienced in civil litigation, politics, and community planning, Mr. Lancaster has realized success as both a litigator and counselor-at-law representing individuals, and corporate entities. Prior to practicing law, Don Lancaster served governmental entities and elected officials as a trusted advisor of intergovernmental affairs and public policy. Experienced in local and state politics, he has an instinctive command of multilayered public and private sector issues and how those issues intersect in the disciplines of business and law.
Mr. Lancaster graduated from San Diego State University with a Bachelor’s Degree in Criminal Justice and a Masters Degree in Public Administration. Mr. Lancaster obtained his Juris Doctor Degree from California Western School of Law in San Diego, California and is a published author in the Howard Law Journal.
Edward "Boone" Green
Edward "Boone" Green, Recreation Leader, is a long time Marin County resident, known to residents as "Boone". He has been employed with the District since 2007. Green’s integral role in promoting health and wellness among Marin City residents is best realized through his work as a group and personal trainer and sports activities leader. Mr. Green runs the respected Marin City Boxing Club and other aerobic programs for youth, teens and adults. In addition to training Pro Boxer, Paul Nave and news anchor Dana King, Mr. Green is credited for spring boarding numerous Marin City residents towards improved physical health. He has prepared youth to compete professionally in sport of boxing.
Coordinator of the Marin City CX3 Program
June Farmer is the coordinator of Marin City Community of Excellence in Nutrition, Physical Activity and Obesity Prevention (CX3). She is also a Board Member of Marin City Health and Wellness Center, President of Greater Northern California II Usher Ministry, President of Cornerstone Community Church Usher Ministry, and a member of the Marin County Food Policy Council. June is a graduate of Dominican University of California with a Bachelor of Science Degree in Business Management. She is proud to be the mother of three amazing sons and wants to be known for the work she has done while living by the work she does now.
As HEAL (Healthy Eating Active Living) Director I Donna is focused on enhancing, implementing and creating activities and nutritional programs for our Active Older Adult. By doing so, she believs we can develop a second home, the Marguerita C. Johnson Senior Center, for those needing socialization and information as well as FUN! Also Donna's role as Parks Program Advisor is targeted towards not only the maintenance of the George Rocky Graham Park, but also the sustainability to provide outdoor activities under the Healthy Parks Healthy People Initiative and Parks Rx Concept.
